The Expert Team of the Bangli Regency Local People's Representative Council (DPRD) Board Received a Doctorate Degree in The Cultural Studies Doctoral Study Program FIB Unud

The Expert Team of the Bangli Regency Local People's Representative Council (DPRD) Board and Lecturers from Mahendradatta University (Umar) Denpasar received a doctorate in the Cultural Studies Doctoral Study Program, Faculty of Humanities (FIB), Udayana University (Unud), Friday, June 21, 2024.



I Wayan Sedia was declared to have graduated with a doctorate with the predicate 'Very Satisfactory' after successfully defending his dissertation in an open examination entitled "Political Communication and Voter Participation in the 2020 Regional Election (Pilkada) in Bangli Regency".



Drs. I Wayan Sedia, M.I.Kom., is the 284th doctor from the Cultural Studies Doctoral Study Program, FIB Unud which was established on July 11, 2001. He completed his education in six semesters, less than three years.



The open examination session was led by the Head of the Cultural Studies Doctoral Study Program, Prof. Dr. I Nyoman Darma Putra, M.Litt. The promoter and examiner team consisted of: Prof. Dr. I Putu Gede Suwitha, S.U. (Promoter) Prof. Dr. A.A Ngurah Anom Kumbara, M.A.Prof. Dr. I Nyoman Weda Kusuma, M.S. (Co-promoter 1) Dr. I Nengah Punia M.Si. (Co-promoter 2), Dr. Nanang Sutrisno, S.Ag., M.Si., Dr. Gede Wirata, S.Sos., S.H., MAP, and Dr. Drs. I Putu Suhartika, M.Sc. In the previous examination process, Dr. Ni Luh Nyoman Kebayantini, M.Sc., and Prof. Dr. Drs. A.A. Gede Oka Wisnumurti, M.Si. also participated as examiners. In his presentation, I Wayan Sedia said that there were many challenges and obstacles in implementing socialization during the regional elections during the Covid-19 pandemic. Adjustments were made here and there to stay in line with the plans and regulations in force.



In his research, Wayan Sedia examined the forms of political communication and voter participation in the 2020 Pilkada in Bangli Regency which took place amidst the Covid-19 pandemic, the ideology behind political communication and voter participation, and the implications of political communication and voter participation in the 2020 Pilkada in Bangli Regency.


"Limited General Election Commission (KPU) infrastructure, duplicate voter data was found, voters who were not included in the Permanent Voters List (DPT) and the dominance, ideology and power relations of knowledge of each actor in the Pilkada as well as many other challenges and problems related to the Bangli Pilkada," said Wayan Sedia.



The implications of political communication and voter participation in the 2020 Pilkada in Bangli Regency which took place amidst the pandemic were that many voters with disabilities, the elderly and those without mobile phones did not understand the socialization of the Pilkada.



Many voters were unwilling to participate in limited socialization, for fear of contracting Covid-19. Likewise, many people who are in hospital and people with disabilities/disabilities are not covered by the 2020 Pilkada socialization in Bangli Regency. The 2020 Pilkada, during the Covid-19 era, has encouraged pragmatism among voters. Some voters will exercise their rights if they receive compensation from the candidate pair.



 

In the Q&A, Sedia said that the victor of Pilkada in Bangli, apart from the ability to implement political communication strategies in the midst of Covid-19, was also because they had other political capital.



Promoter Prof. Dr. I Putu Gede Suwitha, S.U. said that the candidate candidate is a student who works quickly so that he can graduate quickly, namely in six semesters, less than three years.
